Changes from October 1, 2010 - Legislation and 2010 Technical Handbooks (BS 24/03/10)

Amendments to the building regulations under the Building (Scotland) Amendment Regulations 2010 come into force on October 1, 2010. The new 2010 Technical Handbooks will be available to buy, in hard copy, from The Stationery Office (TSO) from April 6, 2010. Spaces of Labour (A+DS 19/04/10)

To coincide with the election campaign and closing of the Spaces of Labour exhibition at the Lighthouse in Glasgow, we are holding a seminar to discuss the relationship between architecture, design and Scotland's economic future. A panel of speakers will be asked to give a 15 minute response to a series of questions concerning the history and future of work spaces, after which the debate will be opened up to the audience. The panel members will include speakers from the Chief Architect's Office Scotland, Architecture and Design Scotland, The Oral and Labour History Workshop, SUST and the STUC. Read more

Making Space 2010 (A+DS 18/04/10)

Architecture and Design Scotland (A+DS) is working alongside the Scottish Government, the OECD and EuroChild on Children In Scotland's "Making Space 2010" International Design Competition and Conference. Submissions are invited from across the world for the most successful building or space (indoor or outdoor) for children and young people aged 0-18 (inclusive), completed between January 2005 and December 2010. Discovering Places launches as part of Open Weekend (HA 06/04/10)

London 2012 Cultural Olympiad programme Discovering Places will launch over the weekend of 23 - 25 July. Its launch will be part of Open Weekend, the Cultural Olympiad annual UK-wide celebration that marks the count down to the Olympic and Paralympic Games: london2012.. Through a series of activities and events over this weekend Discovering Places will be bringing the natural, historic and built environment to the fore. Read more

 

Marine Management Organisation Established (defra 01/04/10)

The Marine Management Organisation (MMO) has been established as an executive non-departmental public body under the Marine and Coastal Access Act. The MMO brings together, for the first time in one organisation, the majority of marine decision-making powers and delivery mechanisms. The MMO has incorporated the work of the Marine and Fisheries Agency (MFA) and has acquired several important new roles, principally marine-related powers and specific functions previously associated with the Department of Energy and Climate Change (DECC) and the Department for Transport (DfT). Changes to marine consents process (NAW 01/04/10)

As of 1st April responsibility for a range of marine consents within Welsh waters will be moving to the

Welsh Assembly Government. The move is aimed at simplifying the marine consents process, avoiding duplication and providing a 'one stop shop' for the licensing of projects located in Welsh waters. Read more

 

Proposals for an ecologically coherent network of MPAs (defra 31/03/10)

Following consultation in 2009, Defra has published its Delivering Marine Conservation Zones and European Marine Sites (PDF 3.6 MB) - a strategy for marine protected areas. The strategy sets out our proposed vision and framework for marine protected areas in territorial waters adjacent to England and UK offshore waters over the next ten years. It will allow anyone with an interest in marine conservation to understand why we are creating an MPA network and how we intend to deliver it. Read more

Q          S3W-32439 - Mary Mulligan: To ask the Scottish Executive whether it plans to make changes to the planning gain scheme and, if so, whether it will consult on such changes. (SP 16/03/10)

A          Answered by Stewart Stevenson (15/04/10): The Scottish Government has no plans to change the underlying principles and mechanisms for negotiating planning agreements. We will however shortly be publicly consulting on draft regulations required to implement the changes contained in the Planning etc (Scotland) Act 2006. The provisions within section 23 of the Planning etc (Scotland) Act 2006 will specifically allow developers to propose unilateral obligations on developments and will introduce a formal mechanism for modifying or discharging agreements, including allowing appeals to Scottish ministers.

 

Q          S3W-32454 Alison McInnes: To ask the Scottish Executive what its position is on the sufficiency of tests used to determine the appropriateness of using the planning gain mechanism and what the reasons are for its position on this matter. (SP 17/03/10)

A          Answered by Stewart Stevenson (15/04/10): Scottish Government guidance on the use of planning agreements is set out in Planning Circular 1/2010: Planning Agreements. The guidance sets out a series of policy tests which are to be met before a planning agreement is sought. Planning authorities are expected to satisfy themselves that a planning agreement is both necessary and justified in any particular instance. In developing the guidance in Circular 1/2010 the Scottish Government undertook extensive public consultation. All views expressed were taken into account and the guidance, including the policy tests, has been generally welcomed by both public and private sector interests.

Conference on Strategic Environmental Assessment

SEA has been identified a key tool to contribute to European Union commitments to sustainable development. In Scotland, SEA has been linked to sustainable development, environmental justice and most recently delivery of "sustainable economic growth". Internationally, SEA has been connected to concepts associated with sustainable development, such as good governance. This conference will debate why connections are made between SEA and such high level policy objectives, together with what is the real potential of SEA to contribute to such objectives. Read more
