Latest: Welcome to the BEFS e-Bulletin. This week has seen the publication of the long
awaited report from HEACS on the conservation of the ecclesiastical
heritage. The discussions on intermediary functions have progressed with
a seminar at Historic Scotland 2 October and a BEFS meeting 14 October;
the research will be presented to Historic Scotland next week. It's quite
in the Parliament as it is on recess until 28 October.

and Save: A Consultation on the Energy Efficiency Plan for Scotland (SG
08/10/09)
The Climate Change (Scotland) Act commits the Scottish Government to
prepare and publish a plan for a) promoting energy efficiency; and b) improving
the energy efficiency of living accommodation. This consultation document
sets out a comprehensive approach to energy efficiency by the Scottish
Government and the public sector in Scotland, focusing on its
impact on energy and economic development, housing and transport and on the

HEACS
report on the conservation of the ecclesiastical heritage (HEACS 13/10/09)
HEACS has
submitted its final Report with recommendations on the long-term
conservation of the ecclesiastical heritage in a time of demographic change
to the Scottish Ministers. This was one of four priority issues on which
the Scottish Ministers asked HEACS for advice during its second term
(2006-2009).
As part of this work HEACS commissioned two research reports, the first on
the Extent of the Ecclesiastical Heritage in Scotland and the second on
Church-State Relationships in Selected European Countries.

Historic Scotland survey of
monuments (HS 13/10/09)
A team of experts will be visiting sites in Renfrewshire, East Renfrewshire and Inverclyde to
assess monuments of national importance. The team from Historic Scotland is
responsible for identifying the most important archaeological sites and
monuments in Scotland. Dr Sally Foster,
Head of the Scheduling Team, said: "We are all very much looking
forward to visiting these sites and meeting the owners in the coming weeks.
We have identified about 120 out of the known 5000 or so sites in the area
that we would particularly like to visit, ranging from early prehistoric
monuments through to military remains from the Second World War.

OSCR Consults on Integrated Reporting (SCVO 07/10/09)
OSCR's Integrated Reporting consultation is
proposing changes to the annual monitoring programme for charities
registered in Scotland. The main aims are to improve access to
information about charities, focus OSCR's risk
based approach to monitoring and assessment, and help OSCR be more
efficient. The consultation ends on 29
December 2009. The consultation document and information on

Conservation training grants announced (HS 07/10/09)
More training opportunities in masonry conservation are to be offered in
Scotland thanks to additional funding announced by the Heritage Lottery
Fund (HLF). In addition to the 14 year long and 50 short term training
opportunities that will be available through the bursary programme,
Historic Scotland is also providing training grants in other conservation
skills of up to £2,000.

Patrick Harvie: To ask the Scottish Executive how
it plans to assist the construction sector in ensuring that it is able to
make a significant contribution to reducing carbon emissions and improving
the built environment. (SP 28/09/09)
A Answered by Jim Mather (06/10/09): We are clear that better thermal
standards across the built environment will make a very significant
contribution to our carbon reduction targets. We have just published a
Consultation on the Energy Efficiency Action Plan for Scotland. This highlights
action that is already being taken, and ideas on further ways to cut
emissions and boost the economy, including what skills might be needed in
the construction industry to improve the energy performance of the built
environment. In addition, the Scottish Construction Centre, which is
supported by Scottish Enterprise, works with construction companies to
disseminate innovative best practice across the sector, including best
practice in the area of carbon reduction.

Executive for what reason the assessment matrix used to score potential
national developments was published after the proposed National Planning
Framework for Scotland 2 (NPF2) had been laid before the Parliament and
after the close of the call for evidence to the Local Government and
Communities Committee for its consideration of the NPF2. (SP 21/09/09)

the Convener of the Local Government and Communities Committee on 25 June
2009, the need to take account of the conclusions of the Strategic
Transport Projects Review (STPR) on transport projects precluded earlier
publication of the assessment matrix.

Sustainable Building Design and Refurbishment into Practice
Various dates and venues
The events will provide information on how to apply for funding for joint academic/industry
feasibility studies and for ten days of free academic consultancy through
CIC Start Online. They will also highlight the expertise of the host
university in sustainable building design and refurbishment. The networking
session will enable businesses to meet researchers and identify
opportunities for collaborating and applying for funding. CIC (Construction
Improvement Club) Start Online, is a new project
that aims to assist Scottish small and medium sized companies to embed
sustainable building design and refurbishment into practice, will be
launched across Scotland in October and
November 2009.

Appointment
of Chair - Architecture and Design Scotland (A+DS)
We are seeking a dynamic individual with knowledge, expertise and
experience appropriate to a senior governance role, who is eager to play a
part in championing good architecture, design and planning in Scotland. The appointment
is remunerated at the gross daily rate of £200 per day and travel and
subsistence expenses are met. Reasonable dependant-carer expenses will also
be reimbursed. A time commitment 4 days a month with travel throughout Scotland is required.
The Chair of A+DS will be appointed by Scottish Ministers for a period of 4
years with the possibility of a second term, subject to satisfactory
performance and the requirements of the role at the time.
