Latest: Welcome to the BEFS e-Bulletin. 

The ministerial Summit on the Built environment took place last week, and it was followed up with a debate in parliament on the Historic Environment, referring to the Summit and recognising Scottish heritage as a valuable resource. This week the Scottish Government has held a Summit on Land Use.

 

BEFS activities:

Last week a delegation from BEFS Board met with the Minister for Culture, Michael Russell. This week we have held a well attended consultation workshop together with Historic Scotland on the proposed new Guidance Notes from Historic Scotland. This workshop will inform BEFS response to the consultation. Notes from the workshop will be circulated to attendees and be available from BEFS office.
The next upcoming BEFS event is the General Meeting 10 December.

Consultations 

Consultation on the Marine Strategy Framework Directive: Putting in place the legal framework for implementation (DEFRA 4/11/09 )
This is a joint consultation between Defra, the Scottish Government, the Welsh Assembly Government and the Department of the Environment in
Northern Ireland . It invites your views on the draft regulations with which the Government and Devolved Administrations propose to transpose the Marine Strategy Framework Directive (MSFD) (Directive 2008/56/EC). All responses should be received by 22 January 2010 .

Research into rural land use (SG 09/11/2009 )
Scottish Government has published 3 research publications forming part of the Scottish Government Rural Land Use Study. No. 9 of these publications brings together evidence on contributions of Scotland 's rural land to Sustainable Economic Growth; identifies conflicts and complementarities between rural land uses; and analyses case studies of integration in practice. The research was published at Scotland 's first-ever Land Use Summit. Smarter Places (A+DS 03/11/09 )
Architecture and Design Scotland has launched its new school design web resource 'Smarter Places'. This unique resource has been designed to deliver a simple objective; to provide everyone who wants to participate in school design with the means to explore and share their ideas.

New report finds energy saving could create 10,000 jobs in Scotland (ACE 16/10/09 )
Cutting climate change pollution from Scottish homes could create 10,000 new jobs, according to a new report. "Warm Homes, Green Jobs", a study by the Association for the Conservation of Energy and Dr Joanne Wade, also found that achieving a 42% cut in pollution levels from Scots dwellings by 2020 would provide a £4bn boost to the economy.

The Welsh Historic Environment Strategic Statement ( WAG 21/09/09)

The Heritage Minister has published his vision and action plans for the historic environment.

He said that the historic environment in Wales has an important part to play in plans for regeneration, sustainability and education for Welsh citizenship. New future for The Lighthouse (SG 10/11/09 )
The Culture Minister has expressed the Scottish Government's clear commitment to a national centre for architecture based within The Lighthouse building in Glasgow . Michael Russell said that arrangements were in place for the employment of staff working on the three Scottish Government-funded national architecture programmes to transfer their employment from The Lighthouse Trust to Architecture and Design Scotland (A+DS).

Historic environment integral to economy (HS 11/11/09 )
Scotland 's historic environment is a vital part of the country's economy, Culture Minister Michael Russell told parliament today. Speaking in a debate on the legacy of buildings and monuments, the Minister for Culture, External Affairs and the Constitution encouraged debate on how it can best be used to boost tourism, construction and regeneration. The Minister said: "Clearly, there is enormous potential here to make creative coalitions in Scotland across all these boundaries, to realise the full value of our historic environment to our people and our economy. The potential here is staggering."

Making the switch from Grey to Green (CABE 11/11/09 )
Green infrastructure does not receive anything like the investment or management that goes into grey infrastructure. CABE's Grey to Green campaign, launched today in the run up to the UN conference in Copenhagen , will fuel the debate about whether this is smart, given the dangers of climate change and the opportunities to improve public health.

A+DS and the Lighthouse  (A+DS 10/11/09 )
Michael Russell, Minister for Architecture, will announce that the staff and programmes that are directly funded by the Scottish Government, and had been operated to date by the Lighthouse Trust, will be transferred to become part of Architecture and Design Scotland (A+DS). The announcement will be part of a pre-recorded message from the Minister that will be shown at the Saltire Housing Awards, held in the Lighthouse building, on the evening of Tuesday 10th of November.

Do you have a view on how modern architecture fits into our towns and cities? Ahead of a conference looking at how we value post war architecture, Historic Scotland is looking for people to contribute their opinions and comments to be addressed by panel of experts.

Scotland : Building For the Future, will take place at the Bonar Hall at the University of Dundee on Tuesday 24 November 2009 . It will be opened by Michael Russell, the Minister for Culture, External Affairs and the Constitution.

Boom in design review prompts new guidance (CABE 04/11/09 )
The number of design review panels has more than doubled in the last five years, so that now almost every local authority has access to high quality independent design advice. Over 80 panels are up and running across England . New guidance has been launched, Design review: principles and practice

Heritage Minister celebrates Cadw's 25th anniversary with grants for Wales 's historic buildings (NAW 29/10/09 )
To mark Cadw's 25th Anniversary date, the Heritage Minister, Alun Ffred Jones has announced that more than £600,000 is to be shared amongst 13 of Wales ' most important historic buildings. The Welsh Assembly Government grants, ranging from £4,444 to £140,000, have been offered to carry out essential repairs and restoration work to these buildings across Wales
