Latest: Representatives from BEFS are delighted to have
had the opportunity recently to meet with the Minister for Europe, External
Affairs and Culture, Linda Fabiani. We explained current priorities
for developing BEFS as a forum that aims to support its members, and
wider stakeholders, in engaging with overarching issues affecting Scotland's built
environment. The Minister expressed interest in the forum's
place-making remit, and we emphasised the role of the forum in drawing
together interests across the sector - helping to provide opportunities
for activity to take place at the strategic level.

Partnership

Policy Award for Assessment of Protected Views (EH 24/11/08)
English Heritage's publication 'Seeing the History in the View' has won the
Landscape Institute Award for Landscape Policy. The guidance helps to
assess heritage significance within the country's most sensitive protected
views and demonstrates the objective principles behind English Heritage's
advice on some of the country's most high-profile planning cases. Now
being updated after public consultation, it is the first guidance of its
kind to plug a gap in an area that had been the subject of debate at many
public inquiries.

The Westminster Government has welcomed proposals to help small businesses
and councils save up to £300m a year through a root and branch overhaul of

Research
into Methods to assess the feasibility and lifecycle costs of district

The Building Standards Research team will shortly commission research to
develop a method to assess the feasibility and lifecycle costs of district
heating or CHP schemes. This work is intended to investigate the Sullivan
Report recommendations for "research to find ways to encourage low
carbon local energy centres for large developments and, where potential exists,
in existing stock," and "research to analyse the cost impacts on
new buildings of energy standards and other sustainability measures
proposed for the building regulations in 2010, including life cycle
analysis techniques."

A+DS Chief Executive Sebastian Tombs has taken part in a 'Safer
Communities' conference held in Edinburgh. In his presentation for the
conference Sebastian outlined that placemaking and place management are key
factors in public safety. He delved into the Scottish Government's
PAN 77 'Designing Safer Places' and explained the recently reviewed
criteria that it sets out.

A. Jim Mather 19/11/8: The Scottish Government has not discussed Renewable
Energies, Building Technologies and Energy Management week with the UK
Government. However, our focus will see us continue to play a full and
active role in Sustainable Energy Week, the EU''s key annual event in this
area, which takes place in February 2009.
We will ensure this is considered as part of our on-going discussions with the
UK Government on EU energy policy development, where we feed into the UK
position taken in the Council, at the Committee of Permanent
Representatives, and which is discussed regularly at the Joint Ministerial
Committee (Europe), chaired by the Foreign Secretary. The Scottish
Government also participates directly in EU cooperation mechanisms such as
transnational co-operation and research and development.

who is passionate about the conservation of Scotland's built heritage.
Working with the Lead Surveyor, the post holder will support the
conservation, repair and maintenance of an assigned group of Trust
buildings and their associated services and facilities. To be successful in
this role you will have a degree in an appropriate discipline, be well
organised with excellent project planning and IT skills (including CAD) as
well as strong interpersonal and team working skills. You will also be
committed to your own continuing professional development.
