of Circular 12/1996: Planning Agreements: Consultation Paper (SG 05/01/09)
The consultation seeks to explore how best to make the current system of
planning agreements, set out in Section 75 of the Town and Country Planning
(Scotland) Act 1997 and implemented through Circular 12/1996 operate more
effectively in order that agreements can be taken forward in a more
transparent and consistent manner.

The Historic Environment Advisory Council for Scotland (HEACS) has
submitted a report to Scottish Ministers on the infrastructure of the
historic environment. This was one of four priority issues on which
Scottish Ministers asked HEACS for advice during its second term
(2006-2009).

Minister
urges involvement in World Heritage Site consultation (HS 06/01/09)
Culture Minister Linda Fabiani has urged Scots to get involved in the
latest consultation on World Heritage Sites. The Department of Culture,
Media and Sport is reviewing how the UK protects and promotes its sites of
outstanding universal value, and whether to continue nominating new sites.

Speeding
up planning process (SG 05/01/09)
There has been a sharp rise in the number of planning appeals processed by
the Scottish Government within 12 weeks. In November, 37 per cent of all
appeals considered by written submissions were decided within 12 weeks -
compared with four per cent in April.

East Coast's Hidden Past Revealed (EH 09/01/09)
Aerial mapping exposes wealth of previously unrecorded archaeological
sites; almost 1,000 new archaeological sites have been discovered along the

Funding
for historic Welsh sites kick-starts CADW's 25th anniversary year (NWA 01/01/09)
The Welsh Cultural Heritage Initiative is targeted at particular sites of

sites in Wales.

The Scottish Government has set up a working group to consider the
implementation of the Scottish Charitable Incorporated Organisation. This new
entity was designed for Scottish charities and organisations considering
charitable status as an alternative to incorporation under company law and
is provided for in chapter 7 of the Charities and Trustee Investment (Scotland) Act 2005.

Paterson: To ask the Scottish Executive what its plans are for architecture
in Scotland. (S3O-5387) (SP 08/01/09)
A. Linda Fabiani (08/01/09) The Minister for Europe, External Affairs
and Culture: We have increased support for architecture to almost £2
million. A key priority is to integrate architecture more effectively with
other policies on the built environment, including the reform of the
planning system and the Scottish Sustainable Communities Initiative. In
Autumn 2008, I commenced a review of Architecture and Design Scotland, and I intend to
announce the outcome of that review before the Easter recess.
Gil Paterson: Will the minister give further details of how she intends to
integrate policies on the built environment and improve place making?
Linda Fabiani: The aim is to provide a stronger focus on the creation of
better places within a modernised planning system. The Directorate for the
Built Environment was established in February last year, and work is now
under way that draws together architecture, planning and building
standards. That includes policy on designing streets, advice on master
planning and support for improved skills and training in urban design and
place making. I intend to announce further work in a statement on policy
following the outcome of the review of Architecture and Design Scotland.

Ms Wendy Alexander: To ask the Scottish Executive what the reasons are for
the absence in the Scottish Planning Policy document of targets or
timescales for the determination of planning applications by planning
authorities. (SP 12/12/08)
A. Answered by Stewart Stevenson (08/01/09):
The Scottish Planning Policy (SPP) sets out the government's priorities for
planning and key policy issues rather than performance. The government intends
to promote the use of processing agreements for major or national planning
applications made under the Planning etc. (Scotland) Act which will link
the period for determination more closely to the circumstances of each
case. Where no processing agreement is in place, statutory periods for
determining planning applications will remain. Accordingly, the reference
to performance targets, previously set out in SPP1, was not included in the
recent SPP. From March this year, and annually thereafter, planning authorities
will prepare improvement plans as part of their commitment to delivering
planning reform. Following the Crerar review, and in line with the
government's commitment to the simplification of the public sector, the
government wishes to see a more proportionate and coherent approach to the
scrutiny of public services, involving fewer organisations, less
duplication and less bureaucracy.

future of the Royal Commission on Ancient and Historical Monuments. (SP

A. Answered by Linda Fabiani (07/01/09): The
Scottish Government is committed to ensuring that the public bodies
landscape is simpler, more focused and easier to navigate, by bringing
together organisations with similar skills, expertise and processes. As
part of this approach, we are examining the scope to rationalise historic
archival, recording and scheduling functions and for streamlining the
activities of the Royal Commission on the Ancient and Historical Monuments
of Scotland, Historic Scotland and the National Archives of Scotland. Work
is currently in progress with these organisations to determine the most
effective structure for delivering the public services that they provide.

Alex Neil: To ask the Scottish Executive whether it plans to set up a
statutory body to undertake the planning, construction and operation of
renewable electricity generating facilities to maximise the use of these
natural resources, protect the environment and provide the greatest

Scottish Government has no such plans. However, we will continue to engage
with a wide range of stakeholders to maximise the benefits to Scotland of
our renewable energy sector.

Seminar and discussion event: Design and use of massive timber/
Brettstappel in Scotland
Wednesday 11th February 2009, The Scottish Storytelling Centre, Edinburgh,

This event will provide an update of the introductory conference on the use
of massive timber/ Brettstapel, held in Birnam in 2006, and a progress
report on the use of massive timber systems as a form of construction. The
contributions will include presentations of current projects, the appeal to
designers and clients, the pros and cons of the technology, the commercial
potential for massive timber as a future use for Scottish Timber and an
examination of the impact these choices - timber source/ species/ quality,
the materials, location, transportation etc - may have on the Scottish (and
wider) forest resource and land-use ecology.
