Consultation
on Implementation of the Removal of the Duty of Planning Authorities to
Notify Historic Scotland on Certain Types of Listed Building Consent
Application (HS 25/06/09)
This consultation explains how Historic Scotland, Perth and Kinross,
Glasgow City and the City of Edinburgh Councils operated a pilot which
explored whether they could issue faster listed building consents to
applicants without a reduction in the quality of decisions. The
consultation document sets out how the pilot was designed and operated, and
analyses its findings. The consultation invites comments on the
effectiveness of the methodology and welcomes views on how best to
implement a future scheme of this type, if it is decided to offer it to all
planning authorities. Consultation closes on Friday 25 September.

The National Planning Framework (NPF) is a strategy for the long-term
development of Scotland's towns, cities
and countryside. The NPF is about shaping Scotland's future and is
concerned with how Scotland develops over the
next 20 to 25 years and how to make that possible. The NPF identifies key
strategic infrastructure needs to ensure that each part of the country can
develop to its full potential.

Strategic Research Framework Brochure (Urban-Net Bulletin June)
The Brochure sets an agenda for European urban sustainability research and
covers: Main Principles of Urban research; Priority Research Areas;
Implementation of the Framework: There are 4 priority research areas:
Integrated urban management and city leadership; Sustainable land-use in
city regions; Climate Change in the urban context; and Health, quality of
life and public spaces. Key themes and research topics are discussed for
each research area.

Committee Sets out vision for Scotland's Energy future
(SP 30/06/09)
A political vision for the future of energy production and use in Scotland was set out today
in an extensive report from the Scottish Parliament's Economy, Energy and
Tourism Committee. Determining and Delivering on Scotland's Energy Future
sets out a pathway for the Scottish Government to follow to meet the
emissions targets set out in the Climate Change (Scotland) Bill passed last
week by the Scottish Parliament.

Regeneration
in Scotland (SG 17/06/09)
Applications worth £125 million have been received for a fund to regenerate
Scotland's towns, MSPs
were told on 17/06/09. Housing and
Communities Minister Alex Neil confirmed that 133 bids had been received
for a share of the £60 million Town Centre Regeneration Fund. The scheme
aims to revitalise the country's high streets and complement efforts
already underway to support town and city centres across Scotland. Bids
have been submitted from local authorities, businesses, and third sector
groups.

Scheduled Monuments Harder to Save than Buildings - English Heritage
"At Risk" Register launched (EH 23/06/09)
A full list of England's scheduled monuments most at risk from decay,
neglect and pressure from farming and development has been published for
the first time by English Heritage in its Heritage at Risk Register 2009,
highlighting the challenges, particularly in the current economic climate,
of saving archaeological sites that do not generate an income.

Historic Parks and Gardens included for first time in full on English Heritage

A full list of England's registered parks and gardens most at risk from
neglect, decay and pressure from development has been published for the
first time by English Heritage in its Heritage at Risk Register 2009. The
register highlights the challenges owners face and will help English
Heritage to prioritise the advice and grants it offers owners.

A Answered by John Swinney (25/06/09): I am pleased
to announce that the final version of Scotland's second National Planning
Framework was published and laid before the Scottish Parliament this
morning, 25 June 2009. The National Planning Framework for Scotland 2
builds on the first National Planning Framework (NPF), drawing on the
analysis contained in the NPF monitoring report (September 2006) and the
views of stakeholders following an extensive programme of public engagement
and Parliamentary scrutiny. The framework takes forward the spatial aspects
of the Government's Economic Strategy. It articulates the spatial
consequences of policies for transport, energy, climate change, waste
management, water and drainage, flooding etc, rather than making policy on
these matters. It provides a means of efficiently delivering national
policies and programmes and identifying key strategic infrastructure needs
which support the Scottish Government's central purpose of sustainable
economic growth.
Copies of the National Planning Framework for Scotland 2, the accompanying
Participation Statement including Final Conformity Report, and a statement
in response to the Views of the Scottish Parliament on the Proposed
National Planning Framework are available from the Scottish Parliament's

Amending Scotland's heritage legislation - an effective toolkit?

The Scottish Government is currently consulting on a draft Bill to amend
heritage legislation in Scotland, through the Ancient Monuments and Listed
Building (Amendment) (Scotland) Bill, as part of a wider ranging package of
reform. The aim is to improve our ability to manage historic assets,
to equip practitioners in their work to ensure we pass on a legacy of which
future generations can be proud. This workshop is relevant for anyone that
uses or has an interest in the legislation that safeguards our historic
environment. This is your opportunity to learn about what is
proposed, hear others' views and contribute your own, before the Bill
enters Parliament.

Commission on the Ancient and Historical Monuments of Scotland (RCAHMS):
Appointment of 3 Commissioners
The appointments are not remunerated but travel and subsistence expenses
are met. Reasonable dependent carer expenses will also be reimbursed.
The role involves: attending and contributing to Commission meetings 4
times a year and, at least one of the 6 Programme Committees twice a year;
contributing to the Commission's corporate planning and policy
determination process; and providing peer review of the Commission's
business.
