Latest: Welcome to the BEFS e-Bulletin.  While the Parliament is on recess the Scottish Government has been busy publishing three new consultations on building standards and compliance with building regulations, and publications in the Scottish Planning series, research findings and a new National Planning Framework. The Sustainable Development Commission invites you to take part in a survey on what progress the Scottish Government is doing on Sustainable Development.
Upcoming BEFS activities: Consultation workshop on the Ancient Monuments and Listed Buildings (Amendment) Bill, Thursday 16th Jul, 9.30am -
1pm, McDonald Rooms, Edinburgh. Still some places left if you are interested.
The next General Meeting - and
AGM - of BEFS member representatives will take place on Thursday 27th August, and is followed by a presentation (open to all) by Malcolm Cooper, Chief Inspector, Historic Scotland, on the topic 'Taking the wide view: travelling along the heritage dimensions of placemaking' (to attend, please contact the BEFS office for further details).

Review of Building Standards - Section 1 (Structure) (SG 30/06/09)
To consult on a review of guidance on Section 1: Structure contained within the Technical Handbooks which support the Building Regulations The main focus of this review is to introduce the Structural Eurocodes. The Structural Eurocodes are a series of European Codes of Practice in the field of civil and structural engineering, published by the Standards body for

Review of Building Standards - Section 6 (Energy) Reducing CO2 Emission and Energy Demand (SG 30/06/09) )
The Scottish Government is committed to addressing Climate Change and, as part of this process, reducing carbon dioxide emissions from buildings. The Sullivan Report - 'A Low Carbon Building Standards Strategy for
Scotland' (2007) includes amongst its recommendations, staged improvements to energy standards for new buildings in 2010 and 2013 with the aspiration of net zero carbon buildings by 2016/17 if practicable. In February 2009, Scottish Ministers announced the intent that the 2010 revision. Consultation period 30/06/2009 to 02/10/2009

Consultation on improving Compliance with building regulations (
SBS July 2009)
The Scottish Ministers are presently considering proposals to improve compliance with national building regulations and to ensure that building standards are actually met in completed buildings The purpose of this consultation exercise is to seek the views and opinions of key stakeholders and users of the building standards system in Scotland on aspects of the system that relate to compliance with the national building regulations. Evaluation of the Cultural Pathfinder Programme in Scotland - Research Findings (SG 02/07/09)
The Cultural Pathfinder Programme in Scotland was developed by the Scottish Government to support local authorities and their partners to explore ways of widening access to, and participation in, cultural activities across diverse communities. It supported 13 projects and was intended to generate useful learning that could be shared across the local authority, Community Planning Partnership and cultural sectors to inform future planning and delivery.

National Planning Framework for
Scotland 2 (SG 25/06/09)
Scottish Government's National Planning Framework 2 (NPF) was published 25 June. The document is a long term spatial strategy, outlining a vision for
Scotland's development to 2030. It includes a list of 14 national developments with the potential to support economic recovery and increase sustainable economic growth well into the future.

 Stakeholder survey for the Sustainable Development Commission Scotland's 3rd Annual Assessment (14/07/09)
The Sustainable Development Commission (SDC)
Scotland, undertakes an annual assessment of Government policy. It is used to challenge Government and advise on strategies and solutions, working closely with Government throughout the year to further sustainable development in Scotland. The SDC survey a range of stakeholders, asking about their knowledge of our previous recommendations and their perception of the standing of sustainable development in Government.

Joint Working Agreement (HS 10/07/09)
The Joint Working Agreement between Historic Scotland and Planning Authorities in Relation to Statutory Casework and Consultations sets out current working practices and is intended to ensure that planning authorities and Historic Scotland, work consistently and transparently to an agreed standard in taking forward the management of the historic environment.

Rediscovering Melrose Parish (HS 02/07/09)
Historic Scotland inspectors are to visit the Parish of Melrose to identify the important buildings and to review existing listings.

The team will visit the parish looking for buildings that merit listing while giving a fresh appraisal to properties already on the list. This will ensure the area has the appropriate statutory protection.

Historic Scotland Launch Scottish and International 3D Scanning Project (HS 01/07/09)
Culture Minister Michael Russell has announced a groundbreaking project for Historic Scotland to digitally document Scotland's five World Heritage Sites - The Antonine Wall, St Kilda, New Lanark, Heart of Neolithic Orkney, and the Old and New Towns of Edinburgh. This will be matched with the documentation of five international heritage sites taking Scotland's expertise in heritage documentation and conservation around the world. Creating what will be known as the Scottish Ten.

Urban Renaissance conference presentations (A+DS 29/06/09)
Architecture and Design Scotland (A+DS) has been working with a number of partners and facilitators, including East Renfrewshire Council, the Glasgow Urban Laboratory, Mackintosh School of Architecture, GSA, The Development Trust Association Scotland, Urban Design Skills, the Lighthouse and SUST on the inception of the Scottish Renaissance Towns Initiative in Neilston.

Act on Copenhagen website launched (DEFRA 29/06/09)
A new website has been launched to support 'Act on Copenhagen', the UK Government's mission for a global deal on climate change. This will be the official website for all activities leading up to the United Nations Climate Change Conference in Copenhagen this December.
The launch of the website coincided with the publication of 'The Road to Copenhagen', a document which sets out why a positive outcome at the conference is so important. The current Kyoto protocol - governing reduction in the emission of greenhouse gases - expires in 2012.
