Welcome to the BEFS e-Bulletin.
The Scottish Government has published a policy statement on
designing streets developed from a place-making point of view rather than
just looking at streets as "transport corridors".
Culture Minister Finona Hyslop spoken about the importance our
traditional building materials at a conference and Cabinet Secretary John
Swinney has highlighted the need to continue to work to deliver a more
efficient and effective planning system.
This week discussion workshops to inform the development of Scotland's land-use
strategy, which is required by the Scottish Climate Change Act are taking
off.

This Circular explains the provisions of the Order, which came into force
on 8 March 2010. The aim of the
amendments is to enable more microgeneration equipment to be installed on
or within the curtilage of existing domestic buildings without the need to

Designing
Streets: A Policy Statement for Scotland (SG 01/03/10)
Designing
Streets is the first policy statement in Scotland for street design and
marks a change in the emphasis of guidance on street design towards
place-making and away from a system focused upon the dominance motor
vehicles. It has been created to support the Scottish Government's
place-making agenda and is intended to sit alongside the 2001 planning
policy document Designing Places, which sets out government aspirations for
design and the role of the planning system in delivering these. Read more

Increasing pace on planning reform (SG 11/03/10)
Finance Secretary John Swinney (11/03/10) stressed the importance
of work to deliver an increasingly efficient and effective planning system.
He was speaking ahead of the Scottish Awards for Quality in Planning, which
celebrate best practice in planning and high quality design in Scotland.

Royal Assent for Marine Bill (SG 10/03/10)
Scotland's
Marine Bill received Royal Assent on 10 March 2010. The Marine (Scotland)
Act provides a framework which will help balance competing demands on Scotland's
seas. It introduces a duty to protect and enhance the marine environment
and includes measures to help boost economic investment and growth in areas
such as marine renewables. Read more

views sought for planning application process review (Wales) (09/03/10)
Draft recommendations for changes to make the planning application process
more ready to support sustainable economic recovery in Wales have been
published for consultation. Consultants GVA Grimley have
published a draft report on their web site and are inviting people to take
part in a four-week consultation. Experts from business, the public and
third sectors are helping to guide the review of the planning system. The
consultation marks the next step of the review which was announced by
Environment, Sustainability and Housing Minister Jane Davidson in August
last year (2009). Read

Consultation on marine licensing enforcement (DEFRA
09/03/10)
Defra on 9 March 2010 started a consultation on the
enforcement of a new marine licensing system which will be introduced by
the Marine and Coastal Access Act 2009. The consultation sets out proposals
for enforcing the new marine licensing system to regulate marine
development works and activities, which will be introduced in April 2011. Read more
A+DS Begins Search for New Chief Executive (A+DS 04/03/10)
A+DS are seeking applicants to be the new Chief Executive of
the organisation. A new Chair and Company Board are in place, and with an
expanded remit covering Government sponsored programmes run by the former
Lighthouse Trust, the Chief Executive will play a pivotal role in ensuring
that A+DS enhances its profile and works effectively with all Bodies -

Building on Scotland's architectural legacy (HS 03/03/10)
Culture Minister Fiona Hyslop on 3 March outline how
important our traditional building materials are in promoting
sustainability and supporting the construction industry in difficult times.
Addressing the two-day Building Scotland conference looking
at traditional building materials and skills, the Minister also highlighted
how the skills used to work and build with these materials are still
needed. The Minister said: "We should not underestimate how
significant the contribution our historic buildings make to the economy.
More than half of the money invested in construction annually goes on
existing buildings rather than new builds. "Without traditional skills
and materials, we cannot hope to maintain our historic buildings for future
generations to enjoy. Greater opportunities for training in traditional
skills are now available - indeed the recent budget announced that further
apprenticeships in stonemasonry would be created. Read more

Executive, further to commitments set out in its published environmental
policy, what its position is on the need for a reassessment of the method
of reporting of building energy usage as described in the Energy
Performance of Buildings (Scotland) Regulations 2008 and for the actual
rather than theoretical energy usage of buildings to be recorded and made
public.

Answered by Stewart Stevenson (11/03/10): There are currently no
plans to amend the Energy Performance of Buildings (Scotland) Regulations
2008. The Energy Performance Certificate (EPC) used in Scotland complies
with the terms of the Energy Performance of Buildings Directive (EPBD). The
Regulations will be reviewed in light of any changes to EPBD. Work is in
progress to investigate the benefits that operational ratings could play in
future regulations for existing non-domestic buildings under section 63 of
the Climate Change (Scotland) Act 2009.

applicants for new World Heritage sites. (10/02/10)

by Fiona Hyslop (05/03/10): We are currently working with the Department
for Culture, Media and Sport (DCMS) and the other devolved administrations
to ascertain how a new tentative list of potential World Heritage Sites
should be established. Details will be released in due course by DCMS, and
guidance on the revised application process will be available from Historic
Scotland.
