Welcome to the BEFS e-Bulletin

 

This week the eyes of the world are on Copenhagen for the international Climate Change Summit. Closer to home the Scottish Government has published its Climate Change Adaptation Framework and Climate Change will be debated in Parliament Thursday 10th Dec.

 

For the Historic Environment sector, there were important changes to the Cabinet last week as Fiona Hyslop was made Culture and External Affairs Minister.

Consultation on TCG Technical & Scientific Research Strategy 2009-2011 (HS 04/12/09)
The Technical Conservation Group (TCG) of Historic Scotland is developing its Technical & Scientific Research Strategy for consideration by Stakeholders. It seeks to explain how research projects are evaluated as a process, both with internal research proposals and proposals from outside Historic Scotland. Current and proposed projects are also listed. Consultation period 01/12/09 - 01/02/10. Read more

The consultation on the draft National Policy Statements for energy infrastructure. (DE&CC 01/12/09)

 Energy and Climate Change Secretary Ed Miliband announced the publication of six draft energy National Policy Statements. The energy NPSs are now open for consultation until 22 February 2010 and seeks views on six draft National Policy Statements for energy infrastructure:

- The draft Overarching National Policy Statement for Energy (EN-1)

- The draft National Policy Statement for Fossil Fuel Electricity Generating - Infrastructure (EN-2)

- The draft National Policy Statement for Renewable Energy Infrastructure (EN-3)

- The draft National Policy Statement for Gas Supply Infrastructure and Gas and Oil Pipelines (EN-4)

- The draft National Policy Statement for Electricity Networks Infrastructure (EN-5)

- The draft National Policy Statement for Nuclear Power Generation (EN-6)

Publications 

Scotland's Climate Change Adaptation Framework (SG 08/12/09)

The Framework presents a national, coordinated approach to ensure that Scotland understands the risks and opportunities climate change presents and is adapting in a sustainable way. It sets out the overarching model for adapting to climate change in Scotland. The Framework has been developed with a series of accompanying Sector Summaries, outlining the key issues and planned activity for addressing adaptation within sectors. Sector Summaries include "Spatial Planning and Land Use" and "The Built Environment". Read more

Scottish Environment LINK today published "LIVING WITH THE LAND", a paper outlining proposed content for the Sustainable Land Use Strategy (SLUS) which the Scottish Government is obliged to introduce by 2011 under the Climate Change (Scotland) Act. Read More

 

Technical Reference Series: Saracen Foundry Vol. 1 & Vol. 2 in slipcase (04/09) PLU 14404 (HS 27/11/09)

This volume is the first of a number of Technical Reference books to be produced by the Technical Conservation Group and celebrates the legacy of one of Scotland's most successful and internationally renowned 19th Century industrial firms, Walter MacFarlane & Co's Saracen Foundry. There are very few original catalogues of Walter MacFarlane and Co left in general circulation, yet their ironwork is common. This publication is intended to act as a technical reference for those involved in the conservation of existing ironwork, or assisting in the design of replacement items. The cost for the publication is £6.00 which includes postage and packing charges. Scottish Government News Release

Scottish Government changes (SG 01/12/09)
First Minister Alex Salmond has announced changes to the Scottish Government ministerial team. Michael Russell, who piloted the White Paper on the constitution and Referendum Bill to publication yesterday, becomes the new Cabinet Secretary for Education and Lifelong Learning in succession to Fiona Hyslop who replaces Mr Russell as Minister for Culture and External Affairs in attendance at the Cabinet. The FM will take on responsibility for the constitution and the Referendum Bill to be introduced early in the New Year.  Read more

Sound of Mull Spatial Plan (SG 01/12/09)

 A pilot project which will help shape Scotland's first Marine Bill has been conducted in the Sound of Mull.

A public consultation together with drop-in sessions about the Sound of Mull Scottish Sustainable Marine Environment Initiative (SSMEI) will start this month.

Two and a half years in production, the draft Sound of Mull Marine Spatial Plan tackles issues such as the regulation, management and protection of the marine environment of Sound of Mull, and will provide valuable information informing the design of legislation in the Scottish Marine Bill, which is currently being debated in the Scottish Parliament. Biomass funding offers business boost (FCS 08/12/09)
Businesses across central Scotland are being encouraged to take advantage of Scottish Government funding and make the move to biomass based energy systems. The Scottish Biomass Heat Scheme - administered by Forestry Commission Scotland - aims to support small to medium sized businesses looking to make the infrastructure changes necessary to tap into renewable heat for their premises. The closing date for applications is 12th February 2010. Read more

West Midlands Strategy Launched (EH 03/12/09)

A new strategy setting the overall direction for the heritage sector in the West Midlands is launched today in Birmingham. 'Putting the Historic Environment to Work' has been developed on behalf of the West Midlands Historic Environment Forum (HEF). The HEF is chaired by English Heritage and members come from the public, private and voluntary sector. The strategy is accompanied by an action plan which provides a framework for stakeholders to measure their progress in meeting identified priorities. It will be updated annually. Read more

England's Cathedrals - The Great Heritage Success Story (EH 01/12/09)

England's cathedrals are the great heritage success story of our era. They are the country's largest, most historic and most complex buildings yet they are generally in good repair and continuing to add to their glories by commissioning new works from fonts to fire doors and from choir schools to cafés, English Heritage revealed on 1 December 2009. It also announced a grant to Lincoln Cathedral for urgent repairs, a symbol of English Heritage's continued commitment of support for cathedrals. Read more

 

Quality streets' part of Government's action plan for quality spaces and places (DCMS

27 November 2009)

The UK Government has set out how it will deliver on its vision and promise for making homes and neighbourhoods high quality, safe and more sustainable places to live in.

That is why Culture Secretary Ben Bradshaw and Housing Minister Ian Austin has published the action plan on how the Government intends to work with its partners, in particular the Homes and Communities Agency (HCA), CABE and English Heritage, as well as with the industry, to deliver the ambitions set out in World Class Places. Free Heritage Funding Directory Defies Hard Times Ahead (Heritage link 27/11/09)

Heritage Link is grappling with an exceptionally difficult funding climate by refreshing and revising its free online Heritage Funding Directory. Heritage Link's Heritage Funding Directory is a unique and comprehensive guide to sources of financial support (and more) for anyone seeking to undertake creative projects connected with the UK's heritage. The Heritage Lottery Fund has invested £4.3bn in 30,000 projects over the past 15 years but even so, funding for heritage projects is under extraordinary pressure as public sources have dried up by almost 40% in real terms since 1997. The value of Heritage Lottery Funding hasfallen by 20% on 1997 levels with a further 43% cut in income predicted by 2012. English Heritage's grants to At Risk heritage assets have been cut by almost a half from £8m in 1999 to £4.1m in 2007. Independent charitable trusts and foundations reserves are hit by low interest rates. Where funds are successfully secured, applicants usually need to find additional matching funding. In this challenging context, worthwhile heritage related projects that would deliver valuable economic, social, environmental and educational benefits may be shelved or lost for ever. Read more

 

SCVO pre-Manifesto Discussion Document (SCVO 27/11/09)

Over the next few months SCVO will co-ordinate a sector-wide discussion to produce a Scottish Voluntary Sector Manifesto for the UK Elections 2010 and Scottish Elections 2011 (it will also form the basis for the local government elections in 2012). Architecture and Design Scotland (A+DS) - Appointment of New Board 
Architecture and Design Scotland (A+DS) is a non departmental public body which operates as a company limited by guarantee, funded directly by the Scottish Government as the national champion for good architecture, design and planning in the built environment. The aims of A+DS are to advocate the benefits of good design and placemaking; to advise on design quality and to support the delivery of good design and architecture. Further information about A+DS is available on their website 

We are seeking applicants who are committed to driving forward the development of the organisation as it focuses on a new set of challenges. The appointment is remunerated at the gross daily rate of £165 per day and travel and subsistence expenses are met. Reasonable dependant-carer expenses will also be reimbursed.  A time commitment of up to 2 days a month with travel throughout Scotland is required. Board members will be appointed by Scottish Ministers for a period of 4 years with the possibility of a second term, subject to satisfactory performance and the requirements of the role at the time.
