Historic Environment Review Taskforce – Scoping Meetings 02/04 Notes

 

Background

 

In Scotland, the route has been different again; Carol Swanson (Head of the West of Scotland Archaeology Service) produced a Historic Environment Audit for Scottish Environment LINK in March 2001. At its launch, the Audit was distilled down into a 10 point plan which extracted the big issues and of these issues identified the need for a Review of the Historic Environment as fundamental requirement. HERT met with Elaine Murray MSP (former Deputy Minister for Tourism Culture and Sport) in June 2002, and BEFS with the new Minister for Tourism, Culture and Sport, Frank McAveety MSP in October 2003 and on both occasions the need for an audit or wider review was promoted. By this stage HERT had developed a Rationale for a Review and HEACS has been asked by the Minister to look at the need for a ‘Heritage Audit’ in Scotland. HERT met with HEACS in the autumn of 2003 and offered to feed into this work by carrying out a scoping exercise amongst stakeholders. The scoping exercise involved commissioning a small research project and organising three Scoping Meetings to explore themes relating to the historic environment. At the same time, Glasgow Caledonian University (a subscribing member of BEFS) continues to carry out related research on the historic environment.

 

Scoping Meetings

 

Each meeting attracted 25 – 30 participants with some overlap between meetings – the total number of individuals involved was 50. At each meeting presentations were made on the Background to the HERT and the Scoping Process, and on Defining the Historic Environment. Presentation material and notes of the meetings can be found below. The variations in layout/style of the notes reflect the style of the different reporters. The content of the notes reflects the workshop style of the meetings; points recorded may reflect the views of individuals and therefore do not necessarily reflect the views of HERT or the BEFS membership. Managing Change and the Historic Environment

Themes running across all three workshops

  • Yes there is a need for a Review of the historic environment in Scotland – there is a need for accurate rather than antecdotal information.
  • A Review rather than Audit would be more likely to pick up less tangible information – the way forward is likely to be an incremental process which will develop over time.
  • The process will need buy-in from a wider range of stakeholders than those participating in the Scoping process.
