BEFS are delighted to announce two new team members, and welcome both Bobby Jewell in his role as Senior Communication Lead, and Jonna Meredith as Policy and Communications Officer. You can read more about them both here. Those working with BEFS will hear from them soon, and we look forward to introducing them to Members and Associates in the near future.

Last month BEFS Bulletin noted that Reinforced Autoclaved Aerated Concrete (RAAC) was front and centre of the news – with interest only growing over the last month. This week, BEFS Director – Ailsa Macfarlane – gave evidence at the Local Government, Housing and Planning Committee. The full session can be seen, here.

In further political news, the Constitution, Europe, External Affairs and Culture Committee have released their report, “Culture in Communities: The challenges and opportunities in delivering a place-based approach”. BEFS and a number of Members contributed to the evidence within this report.

Earlier this year, in work led by CIfA, a number of BEFS Members lobbied in relation to the (then) forthcoming Agriculture and Rural Communities (Scotland) Bill. Mairi Gougeon has since introduced the Bill, which, if passed, will introduce a new payments framework – to be brought into law by secondary legislation – and will bring forward a five-year Rural Support Plan covering farming, forestry and rural development. CIfA have released a statement about the initial positive steps within the Bill which point towards the historic environment – “After lobbying Scottish Government, we are delighted that provision has been included in the draft Bill that will enable Scottish Ministers to fund the protection and enhancement of historic or cultural sites of interest.”

This week BEFS has been working with HES on one of the series of round-tables in relation to the Skills Investment Plan (SIP), it was great to see colleagues across the Architecture, Engineering, Planning and Surveying professions. This useful and productive workshop also facilitated shared knowledge across the sector. An example of which is the recently launched, RICS Whole life carbon assessment (WLCA) for the built environment. This 2nd edition builds upon the success of the existing RICS WLCA standard, having been extended to cover all buildings and infrastructure throughout the built environment life cycle.

In a time of challenging financial constraints, the recent evidence given in Pre-Budget Scrutiny to the Constitution, Europe, External Affairs and Culture Committee, at the end of September makes for sobering reading. The reverse of fortunes for Creative Scotland as the Scottish Government withdraws previously agreed funding – and the delayed information and timing – should be notable to all across the sector.

And finally, the Updated NPF4 Delivery Programme has now been launched, and BEFS is keen to hear from Members and Associates how this will help to support delivery.

The Public Accounts Committee has previously reported on the failures of transparency and “wasteful, nugatory spending” in the Restoration and Renewal programme, and expressed serious concern about ongoing risks and hazards in the deteriorating UNESCO World Heritage Site. They are seeking written evidence submissions regarding the ‘real and rising risk” that the Palace of Westminster will be destroyed by a catastrophic event before it is restored.
