The issues around places of worship are gaining significant interest as closures/sales/repurposing become part of many communities’ experiences. There are several recent articles covering this subject, such as Church closures Scotland: ‘Existential crisis’ as up to 700 churches predicted to close across Scotland by end of the decade. It seems extremely timely that the BEFS/SPAB CPD Conference, Scotland’s Churches in Transition: Planning for the future, bringing together interests from both planning and conservation, looking at what good decisions for the future can look like, is at the end of this month.

Next week BEFS Director will be giving evidence (with a number of sector stakeholders) to the Constitution, Europe, External Affairs and Culture – Parliamentary Committee in relation to the new strategy for Scotland’s historic environment, Our Past, Our Future. You can read the recent Committee report on pre-budget scrutiny for Culture – with clear recommendations, here.

When it comes to finances and decision-making for our places, the sector and OPIT (and we do mean OPIT) Built Heritage Investment Group worked collaboratively on the Sustainable Investment Tool. The Tool will soon launch, supporting the sector, communities, and the new strategy, Our Past, Our Future – do keep your eyes peeled. You can remind yourself of the earlier work and development, here.

As supporting members of the Climate Heritage Network (CHN), BEFS have been proud to sign the CHN Call to Action ahead of COP28 in Dubai. This calls for cultural voices uniting to ensure that climate negotiators put cultural heritage, arts, and creative industries at the heart of climate action. You can sign-up as an individual or as an organisation here.

Historic Environment Scotland have published Managing Change in the Historic Environment: Fire and Historic Buildings – their non-statuary guidance note sets out the principles of fire safety in historic buildings. And, for voluntary organisations Make Your Mark launched their Inclusive Volunteering Toolkit & Report.

The State of the Profession 2023 report from Royal Town Planning Institute has analysed information on the 22,000 planners in the UK that make up profession, and how they play an essential role in tackling the modern challenges of the 21st century, from climate change adaptation to the housing crisis.

When considering the state of the nation, it’s not just the professions that matter – but the residents across the nation. In the last Bulletin we brought you the CIOB survey which noted that many can’t afford, or are not informed, about energy upgrades. As you’ll see by examining the Parliamentary Questions section below, there’s a great deal of MSP interest in this information!

And, if you want to help support further research and opinion, The Participation and Communities Team (PACT) of the Scottish Parliament are inviting tenants and landlords in the private rented sector to participate in respective lived experience housing panels. The outcomes of the panels will be used as recommendations to Members of the Local Government, Housing and Planning Committee who will scrutinise Scottish Government proposals to change housing laws. The Committee are seeking a diverse participant pool to represent a wide range of people in the UK. Tenants who are interested in participating should follow this link and landlords who are interested in participating should follow this link.

Across the UK we note that there have been big changes in the UK Government with a significant Cabinet reshuffle (please note, the Parliament website is still being updated), welcoming in the 16th Housing Minister since 2010; as well as the first King’s Speech. As matters specifically pertaining to BEFS work, be that planning, housing, culture, or net-zero goals are devolved (or set by the Scottish Government), we hope our readers are happy to explore these matters across a range of media in their own time.

The Agricultural and Rural Communities (Scotland) Bill Consultation
The Rural Affairs and Islands Committee
This consultation seeks input on the Bill which would be used as a framework for Scottish ministers to better develop the support that farming and rural communities need. The committee planning to take oral evidence from late November through to early February before reporting to the Scottish Parliament with its recommendations in spring 2024.

SHBT are seeking a highly motivated and experienced Director to lead this Building Preservation Trust, providing strategic vision, financial management and leadership.
